Clean up the mess

The Vyapam scam has further got murkier after the death of a woman trainee sub-inspector in Sagar district, Madhya Pradesh. Anamika Sikarwar was selected as a sub-inspector in an exam conducted by Vyapam. Her death comes just few days after the mysterious death of TV journalist Akshay Singh who died while carrying out investigative reporting about death of many people related to this scam.  The Vyapam scam has tainted the image of Madhya Pradesh Chief Minister Shivraj Chauhan and opposition parties are demanding for his resignation.

Congress, which has sought a Supreme Court-monitored CBI probe, stepped up its attack on Chouhan, demanding that he be sacked to allow an impartial investigation and said that he cannot escape responsibility for the "45 deaths". Congress along with other opposition parties are  demanding CBI enquiry into the scam and are also seeking  investigation into the death of many people related to this scam. India has been rocked by many scams in the past but never such kind of deaths related to a particular scam has ever been witnessed. Government of India should intervene and immediately order CBI probe. Prime Minister Narendra Modi always talks tough against corruption. It's time to translate his words into action. He should clean up his own house before attacking others.

Was it for real?

Dear Editor,

A couple of weeks back me and my friend went to a park in Naharlagun and sat under a huge strong tree.

We talked with each other when all of a sudden a pensive voice came from behind us “bhaiya Bis rupia do nah”.

I was wondering where the voice came from.  Then I looked back and saw a small boy standing behind the tree with full of dirt on his face.

I remember he wore a yellow polo t-shirt and a navy blue half pants full of dirt. It seemed that he hadn’t changed that dress for long.

In Arunachal, we don’t see anyone begging for something so it struck me instantly that I should not be encouraging him to beg. My instinct was somewhat not letting me do that so I went to offer a packet of biscuit. But to my surprise the boy didn’t take it and ran and disappeared.

A day back I went to Naharlagun to drop my friend but it started to rain heavily. As we both were on two wheeler, we were forced to wait near the market and we waited there for the rain to stop. As we  started talking with each other,  we heard someone say ”Bhaiya, bis rupia do nah”. I was astonished to find the same boy from the Park, wearing the same clothes, drenched in rainwater. This time as I was about to take a 20 rupee note from my wallet, the boy ran away and disappeared.

I still wonder why the boy had to ask for twenty rupees and of all the people run into me again when there are thousands of people. I wonder whether it was a mere coincidence.  Was he for real?

Citizens and corruption

Dear Editor,

Through the column of your esteemed daily, I would like convey my concern to every Arunachalee on corruption in the state. In a democracy like ours, citizen has ultimate power as it has the capacity to make and change govt.

It is they who decide their own course of polity. In such a scenario, why we should always blame the govt for any form of shortcoming viz developmental activities or maladministration since, we are equally responsible.

What I heard since my school days was that corruption is a chain reaction as it infects every system in the society and every sphere of socio-political as well as economic life. But I learned this theory practically in my state. In order to win election politicians spend crores which they try to regain with profit margin after winning election. Citizen becomes so competitive that in order to earn bigger and get work done faster involves in every unfair means.

Most happening trend in Arunachal is constitutional tool to control and curb the corruption called RTI, which has been converted into  earning business. May be I am ill-informed but till today I have never witnessed RTI being used for positive purpose or to serve the society.

And there was a recent incident of politicising the state financial crisis. Elected BJP legislators instead of putting their endeavours with govt to bailout the state from financial crisis and requesting the central govt to maintain special category status for Arunachal Pradesh had gone to centre to complain against the state government.

So, I appeal every learned citizen to suggest and help the govt to overcome this crisis as every citizen is equally responsible.

Yours,

Lingdum Taha

A blatant challenge

Dear Editor,

This is with due reference to the news article published on 30th June 2015 in connection with the recent illegal and unilateral establishment of a Forest Protection Camp ( FPC ) inside the territory of Arunachal Pradesh at Radhaso under Taraso Circle of Papum Pare District by the Government officials of Assam.

On being reported of the illegal land encroachment and construction of structures at Radhaso on 28th june 2015, a team of top-ranking officials comprising of the Deputy Commissioner and Superintendent of Police, Papum Pare District, Extra Assistant Commissioner of Balijan Circle, Circle officer of Taraso Circle, Officer-in-Charge of Police Station of Baiijan and accompanied by Police personnel were on its way to Radhaso when they were abruptly intercepted by the Officer-in- Charge of Borgang Police Station, Sonitpur District, Assam.

When queried, the Officer-in-Charge told the visiting team of top-officials that he was discharging his duties at the behest of the Superintendent of Police Sonitpur District and Sub-Divisional Police Officer, Gohpur. In desperation, the said team took and alternate road to reach Radhaso.

To their utter dismay and disappointment, one of the Hume Pipe Culvert was already sabotaged. Defying all odds, the team anyhow reached Radhaso. Alas!

Illegal construction and erection of structures for barrack and bunkers were personally supervised by the Divisional Forest Officer with the support of Assam Police, Assam Reserved Battalion, Para-military Forces, labourers, construction accessories, machines etc.

I am bewildered and its beyond my perception that how a state of India can undermine and breach so coldly and blatantly, the notification issued by the Honourable Supreme Court of India to maintain status quo by both the states of Assam and Arunachal Pradesh regarding the Taraso border row till further notification. Where the onus does lie?

Many organizations, unions and civil societies are pouring in showing their solidarity to the denizens of Taraso and condemnation of the act by the Assam counterpart which is really appreciative and instantaneous gesture of brotherhood.

The much hyped Chopper services for Taraso have been prioritized and the link road from Balijan to Taraso is taken in to consideration for smooth transportation of both men and goods.

Is this the permanent solution of the aged-old inter-state boundary row? How long assurances after assurances for amicable solution of boundary dispute be given? And our so called the elected leaders and the PRI leaders concern do nothing but deliver provocative speeches at retreat to slumber waiting for escalation of situation. May I have the privilege to ask one direct question; will the erring officials and Government of Assam be reattributed for the violation of the order of the Supreme Court of India? There is off course sneaking suspicion that the Behali-like episode of killings innocent people by unscrupulous and self vested interest groups may be triggered at any time. Let’s wake from our deep slumber. It is now or never! Give peace a chance.

Yours,

Kuru Joram

President

Garbage leads to water logging in Roing

[ Karyir Riba ]

ROING, Jul 06: Roing town has been facing water logging problem since past few years now. Many parts of the town, including few government quarters get submerged in water during rainy days, sometimes even after a day of heavy showers.

UPO DUDA Tao Tadap informed that the garbage which was notoriously blocking the drainage system, causing the excess rain water to flow into the streets, has been removed by the department. "We have been successful in removing the garbage that was blocking the drainage system. However, the silt deposited at the bottom of these drains is causing a lot of problem and its removal is posing difficulties", said Tao.

Construction of the highway by the BRTF is also another reason for causing this water logging problem in the town. Drains have been demolished for the purpose letting the excess rain water to find its way into the main road, and no progress can be seen regarding the reconstruction of the drainage system, as well as the road. Both, pedestrians and vehicles have a difficult time plying through the unhygienic water flowing all over the town's busiest streets, which too, is not in a very good shape.

Meanwhile, no work for correcting this problem can be seen, either from the BRTF or from the District Administration.

APC rues policy violation,

Seeks early release of pending Advt. bills

ITANAGAR, Jul 06: The Arunachal Press Club (APC), on behalf of the press fraternity of the state, in a memorandum, has drawn the attention of the Chief Minister, who holds the charge of IPR department, about the contradictory step of the IPR department relating to its Information and Publicity policy.

The GoAP departments as per the policy routed all advertisements through the IPR department, which also provisioned timely payment with funds to be allocated to IPR department specifically for the purpose. But shockingly the policy is blatantly violated regarding payment though the APC has been drawing the attention the GoAP since 2004 and the local media suffers from prolonged and huge outstanding payments. The present total outstanding bills stood at over Rs. 4 Crores which justified the fear of the APC.

However, the APC over a year ago had also drawn the GoAP regarding the same matter and sought directive for strict implementation of the policy in letter and spirit by evolving a mechanism to regulate advertisements, increase ad tariff after the GoI’s Audio Visual Publicity Department in November 2013 for the print media hiked the rate followed by Assam Govt which had hiked the rate for newspaper by 60% w.e.f. 01.01.14. Moreover, when the attention of former chief minister, Late Dorjee Khandu was drawn, he had released huge outstanding payments through the IPR department.

Thus, the memorandum signed by APC president Chopa Cheda, sought immediate intervention and support for the local newspapers to function and serve the state and its people in an effective manner.

Meanwhile, the APC president also met IPR & Planning Secretary Sonam Chombay, who assured positive action.
